Importer Security Filing (10+2) Update

January 26, 2009 was the official unveiling of 10+2 with Customs. There are still bugs to be worked out in their systems but they are receiving data in their system and actioning on those filings.
Emily Chason & Renee Linsenmayer attended a Customs seminar in Savannah on January 29, 2009 which proved enlightening with regards to the scope of the program and the current issues and comments from brokers and importers alike. Questions such as bonding requirements, report cards to filers, and the confidentiality of the program were asked and yielded positive responses. Bond information will not be required to be submitted until 2010. Single entry bonds will be able to be used at that time, although specifics are still being worked out. Report cards will be sent to the filers of the ISF based on the importer numbers which can be forwarded to the importers so they know how everything is working. Customs also has confirmed that all the ISF data will be and has been written to be confidential – it will not be subject to being submitted to the JOC or Piers data and cannot be obtained by a Freedom of Information Act request.
Additionally, Customs has advised that the penalties will only be mitigated once they start enforcing the program if an importer can show that they have been legitimately trying to file in 2009. “Do not loads” will not be issued for failure to file, but may be used if information in the filing may prompt a “do not load” message at any time for national security reasons.
Global Link Logistics, Inc (GLL) has begun filing test filings with a group of pilot customers. GLL anticipates the testing portion to be completed by mid to late February and to begin filing complete filings beginning in March 2009.
GLL expects to begin rolling out this program to all customers systematically in March of 2009 and on through the spring and the early summer, with all customers being completely on board and all filings being done for all shipments by end of summer 2009.
